Investment Strategy Statement

Cheshire West and Chester Council, as Administering Authority for the Cheshire Pension Fund, is consulting on its draft Investment Strategy Statement (see link below) with participating employers and local government pension scheme members.

The Investment Strategy Statement provides transparency on how the Cheshire Pension Fund’s investments are managed and sets out the approach to mitigating a range of investment related risks.  The Statement also sets out the Fund’s core investment beliefs and objectives and sets out the strategic asset allocation model for the Fund’s four different employer groups: Open Employers, Academies, Exiting Employers and Closed Employers.

The Fund would normally consult on its draft Responsible Investment policy alongside the Investment Strategy Statement. However, all LGPS funds are awaiting the outcome of the Government’s consultation proposals requiring  all administering authorities to assess, manage and report on climate related risks in a recommended manner. The forthcoming guidance is likely to impact on the Fund’s Responsible Investment policy and associated Climate Change strategy, so these will be reviewed once the guidance is available.

The Council wishes to consult with employers and pension scheme members on the document and welcomes any feedback or comments. The consultation closes on 10 February 2023, please send any comments/queries to Pensions@cheshirewestandchester.gov.uk. The Council will consider all responses and publish a final version of the document by 1 April 2023.
